ABSTRACT:

The purpose of this report is to document and summarize activities associated with engineering and process design efforts on the Tri-State Synfuels Project. The proposed facility was to be a coal-to-transport fuels facility located in Henderson, Kentucky. Tri-State Synfuels Company was participating in the project as a partner of the US Department of Energy per terms of a Cooperative Agreement resulting from DOE's synfuels' program solicitation. Fluor's initial work plan called for preliminary engineering and procurement services to the point of commitment for construction for a Sasol Fischer-Tropsch plant. Overall project schedule was estimated at 24 months with an estimated value of approximately $27 MM. During the course of the project, the plant design was changed, and at the time of project suspension was based on a reduced size facility to produce MTG gasoline. Included in this volume are discussions describing the overall history of the project, its definition, evolution, and major issues addressed during its execution. (ERA citation 08:019494)
