ABSTRACT: Volume 11C involves the evaluation of several process alternatives, including some variation in the product slate, cost verification studies, cost reduction studies and other miscellaneous engineering studies. At the Tri-State Management Review Meeting of November 5, 1981, it was pointed out by Tri-State that substantial improvement in the calculated return on investment figures would be necessary to make any of the proposed cases economically attractive. A special investigative team was organized to review all aspects of the current plant cost estimate with the objective of defining and evaluating all areas where project economics could be improved by reducing investment or operating cost or by improving the project income stream. In addition, other specific items to be investigated were defined by the Tri-State Irvine Team. A list of areas to be examined was developed and is included here as Exhibit 1-1 at the end of this section. The results of all studies are summarized in Section 1.2 with detailed back-up provided in subsequent tabbed sections. Summaries outlining the configuration and basic assumptions for the various case studies are given in Table 1-1. Table 1-2 indicates cost data for the case studies while Table 1-3 gives results of the cost verification and cost improvement analyses.
