In preparing a catalyst, a solution of a sexivalent Cr compound, such as chromic acid, is mixed with a soluble hydroxide, such as NH4OH, and the salt of a heavy metal, the hydroxide of which is oxidizable by the sexivalent Cr, such as FeSO4.
