        Promoting action of Al2O3 and MgO on FeO was studied from the viewpoint of mixed crystals between the promoter and the initial Fe oxide.  The formation of mixed crystals is not enough, in itself, to cause the promoting action.  It was proposed that it was necessary for a promoter to be surface-active with regard to the initial mass of the catalyst.  A pronounced difference between the surface tension of Fe3O4 and Fe3O4+Al2O3 and an absence of such a difference between FeO and FeO+MgO as confirmed by the catalytic activity of Fe reduced from these oxides was experimentally shown.
