One hundred parts by weight of catalytic substance or the corresponding amount of their constituents is intimately mixed with 10-50 parts, by weight of a mixture of CuO and CU2O and the mixture is heated to a temperature at which a commencement of fusion of the oxides takes place.  The catalytic substance may be a mixture of MBO, ZaO, and Cr2O3.
